Land policy conflict profiles for different densification types: A literature-based approach

Densification is being promoted in urban areas globally because of its many economic, environmental, and social benefits. The concept itself remains ambiguous, however, which hampering the pursuit densification as a strategic land policy objective. In this paper we construct literature-based conflict profiles for different types order to reach more nuanced understanding complexities involved promoting through policy. To that end use hermeneutic approach critically review literature develop typology with relevance categorize conflicts specific each type. As result, distinguish four densification-type-specific profiles: 1) policy-driven large-scale brownfield development, 2) areas, 3) owner-driven medium-scale individual high-rise sites, 4) incremental-scale low-rise sites. address factors hindering efficiency effectiveness policy, allocative, distributive, procedural justice densification, conflicting outcomes.
